How to write the Question Headline?

Question headlines can get directly to the point with an apt question and the subhead/body copy can answer the question asked in the headline. The question should pique the curiosity of the reader and they should desire to find the answer to the problem. He who asks a question is a fool for five minutes; he who does not ask a question remains a fool forever.
